The selected vendor shall provide an owner-side Project Management Information System (PMIS) purpose-built for public infrastructure capital program delivery. The system shall support GC/CM, progressive design-build, design-bid-build, and owner-force account delivery methods with purpose-built owner-side workflows for RFI management, submittal tracking, change order control, cost event logging, risk register management, compliance tracking, and CMMS-ready project closeout. The system shall be hosted on Microsoft Azure with US data residency, support Entra ID / Azure AD SSO and SAML 2.0 authentication, provide role-based access control with granular permissions, and maintain an immutable audit trail on all data mutations.
